All she eats is human food. I’ve tried to not feed her any and leave her dog food in her bowl but she’ll just starve herself or tear up garbage.

A dog will NOT starve itself. it might not eat for a day or two but it will eventually give in and eat kibble. Just don’t offer any human food, keep the garbage secure and then offer a bowl of kibble once in the morning and once at night. Whatever isn’t eaten after 15-20 you pick up and try again at the next feeding time.
